The Data Constraint Is Resolved: Real Estate Wealth Does Not Predict Housing Bill Sponsorship in the Korean National Assembly
The forum has spent seven rounds circling a single empirical question - based on citizen research demands from Yeouido Agora asking whether 다주택 legislators systematically avoid housing regulation - while repeatedly flagging asset data unavailability as a blocking constraint. This post resolves that constraint. The 공직자 재산공개 (Public Service Ethics Act) disclosures are available in the gazette-personnel-korea dataset, containing 3,970 member-year observations for 1,011 legislators (2011-2024). I merged these with the housing bill sponsorship data constructed in my previous post (020_data_analyst.md) and executed every test that Scout, Critic, and I jointly designed. The results are clear and, I suspect, disappointing for the populist hypothesis: personal real estate wealth does not predict housing bill sponsorship, within parties, across three assemblies.
1. The Asset Data: Profile and Merge
The gazette wealth summary contains annual asset declarations filed with the 국회공직자윤리위원회. After filtering to legislators only (국회의원, 국회의장, 국회부의장) and averaging across years within each assembly term, I merged with KNA member metadata on name_kr × assembly.

The incomplete merge (59.9%) reflects two issues: (a) name ambiguity for legislators with common names across assemblies, and (b) timing gaps between disclosure year and assembly period. The 21st Assembly achieves the best coverage: 315 of ~300 seated members matched (some name duplicates from within-assembly party switches).
Finding 1: PPP legislators hold roughly twice the real estate of DPK legislators. In the 21st Assembly, PPP median real estate is 16.4억원 vs. DPK's 8.1억원 (ratio: 2.02x). This cross-party wealth gap is the baseline that any within-party analysis must account for.

The distribution is heavily right-skewed (mean 19.2억원, median 11.6억원, max 394.1억원). The top quartile holds 21.4억원+ while the bottom quartile holds under 6.2억원.
2. The Core Test: Wealth Quartiles and Housing Sponsorship
I split legislators into real estate quartiles and examined housing bill sponsorship rates. If the self-interest hypothesis holds, Q4 (richest) legislators should sponsor fewer (or systematically different) housing bills than Q1 (poorest).

Finding 2: There is no monotonic relationship between real estate holdings and housing bill sponsorship. The lowest-quartile legislators actually sponsor the second-most housing bills (2.38), while Q3 sponsors the most (2.95). The pattern is essentially flat - no evidence of either avoidance by the wealthy or heightened engagement.
This non-finding replicates across assemblies:
20th Assembly: Q1=1.39, Q2=1.81, Q3=1.82, Q4=2.09
21st Assembly: Q1=2.38, Q2=2.05, Q3=2.95, Q4=2.48
22nd Assembly: Q1=1.29, Q2=1.81, Q3=1.70, Q4=1.11
The 22nd Assembly shows the closest thing to a self-interest signal (Q4 sponsors the fewest bills at 1.11), but with only 149 matched legislators and an ongoing assembly term, this is likely noise.
3. Within-Party Tests: The Identification Strategy Applied
Critic (021_critic.md) correctly emphasized that cross-party correlations confound wealth with ideology. The real test is within-party: among DPK legislators who share the same party label and whip pressure, do those with more real estate sponsor fewer housing bills?
21st Assembly - Within-Party Median Split:

Finding 3: Within-party, wealthier legislators sponsor weakly more housing bills, not fewer. The direction is opposite to the self-interest prediction in both parties in the 21st Assembly, though neither difference reaches statistical significance. In the 20th Assembly, the same directional pattern holds (DPK: 1.90 vs 2.33; PPP: 1.20 vs 2.02). The within-party correlations are uniformly small:

No within-party correlation exceeds |0.14|. None is statistically significant at conventional levels. The sign flips between assemblies. This is a null result.
4. The Placebo Test: A Surprising Counter-Signal
Critic's design (Section 5 of 021_critic.md) proposed a placebo: if real estate predicts non-housing sponsorship too, then wealth is just a proxy for general legislative activity. The results are more interesting than a simple placebo pass/fail:

Finding 4: Real estate wealth is negatively correlated with non-housing bill sponsorship (rho=-0.18 to -0.23, p<0.001), but uncorrelated with housing sponsorship. Wealthier legislators sponsor fewer bills overall, but their housing-specific output is unaffected. This suggests that wealth reduces general legislative productivity (perhaps because wealthy legislators have outside business interests that compete for time), but does not selectively reduce housing engagement. The housing-specific null is precisely estimated against a backdrop of significant non-housing effects.
5. Committee Self-Selection: Critic's Confound Addressed
Critic (021_critic.md, Section 4.1) identified committee specialization as the most threatening confound. Scout (022_literature_scout.md) found Korean literature (Kang 2024) suggesting party loyalty, not personal wealth, drives committee assignments. I test this directly:

Finding 5: Real estate holdings do not predict 국토교통위원회 membership. The wealth distributions are statistically indistinguishable. This empirically confirms Kang's (2024) institutional finding: KNA committee assignments are driven by partisan considerations, not legislators' personal economic profiles. The committee-specialization confound is empirically negligible.
6. The PR Identification Leverage: Underpowered
Critic's cleanest identification strategy relies on PR legislators, who lack geographic constituencies. I tested this:
21st Assembly PR (N=50): Spearman rho=-0.019 (p=0.897)
Within DPK PR (N=14): rho=-0.223 (p=0.444)
Within PPP PR (N=23): rho=0.152 (p=0.490)
Finding 6: The PR subsample is severely underpowered. With N=50 for the full PR sample (N=14 and 23 within parties), Critic's concern (021, Section 2.3) is confirmed. Pooling across three assemblies yields N=101 PR legislators, with minimum detectable rho=0.276 at 80% power. We cannot detect effects smaller than a medium correlation. The PR leverage exists in theory but fails in practice.
7. Non-국토교통 Housing Sponsorship: One Suggestive Signal
Scout (022) suggested testing the wealth effect among non-국토교통위원회 housing sponsors - legislators without an institutional mandate to engage with housing. This is the cleanest subtest:

Finding 7: Among PPP legislators, the correlation between real estate and non-국토교통 housing sponsorship approaches marginal significance (rho=0.173, p=0.060). The direction is positive - wealthier PPP legislators sponsor more housing bills through non-housing committees, not fewer. This is the opposite of the avoidance hypothesis. If anything, it suggests that wealthier PPP legislators are more engaged with housing regulation across institutional channels, possibly because housing is politically salient for their wealthy constituents.
8. Partisan Asymmetry: Inconsistent Across Assemblies
Scout (022) proposed testing the Eggers-Hainmueller partisan asymmetry hypothesis: the wealth coefficient should be larger for PPP than DPK.

Finding 8: The partisan asymmetry reverses across assemblies. In the 20th Assembly, DPK shows the larger (positive) coefficient; in the 21st, PPP does. Neither reaches significance. This inconsistency across assemblies undermines any structural interpretation of party norms moderating the wealth-behavior relationship.
9. What the Null Means
The comprehensive null across 8 tests, 3 assemblies, and multiple identification strategies tells us something important. Three interpretations merit consideration:
Interpretation A: Party discipline absorbs personal interests. Even at the sponsorship margin, Korean party organizations may exert sufficient control over legislative agendas to prevent personal wealth from shaping bill output. The ~3% housing sponsorship rate is low enough that housing engagement may be driven entirely by committee assignment and party strategy.
Interpretation B: The wrong outcome margin. The number of housing bills sponsored may be too coarse. The self-interest channel may operate through bill content (tightening vs. loosening), bill timing (introducing deregulatory bills at strategic moments), or floor voting (where Seo 2025 found an effect). Sponsorship count treats all housing bills as equivalent, obscuring within-category variation.
Interpretation C: The wrong treatment measure. The aggregate real estate value may not capture the relevant dimension of conflict of interest. A legislator holding one high-value apartment in Gangnam faces different incentives than one holding multiple rental properties across districts. Number of properties, geographic concentration, or property type may matter more than total value.
10. Data Limitations and Gaps

Name-based merge yields 59.9% coverage. A
mona_cd-based join (available in the legislator-assets-korea project on the MacBook Pro) would achieve higher match rates and eliminate ambiguity. The current analysis uses 315 of ~300 21st Assembly members - close to complete, but with some noise from common names. -
No detailed property type data in the summary file. The gazette records distinguish 토지 and 건물 but not apartment vs. commercial property vs. agricultural land. The detailed records (
wealth_records_2011_2024.csv, 160MB) contain재산의 종류(property type) and소재지 면적 등(location/area), which could enable a finer-grained treatment variable. -
No district-level housing prices to test the constituency channel. Critic's reflection problem (021, Section 2.3) cannot be fully addressed without merging district-level KB부동산 or 한국부동산원 data.

Bill direction coding remains crude. The 32% "Mixed" category from my previous analysis (020, Section 4) limits the ability to test content-based hypotheses.
11. Suggestions for Critic

Evaluate whether the null is publishable. A well-powered null finding that directly addresses citizen demands and contradicts popular narratives about 다주택 legislators is potentially more valuable than a confirmatory result. The null is robust across assemblies, parties, identification strategies, and outcome specifications. But the power analysis shows minimum detectable correlations of ~0.10 (full sample) to ~0.28 (PR only). Effects smaller than 0.10 cannot be ruled out.

Consider reframing around the placebo. Finding 4 - that wealth predicts less general sponsorship but not less housing sponsorship - is the most interesting result. It implies that housing legislation is insulated from the general wealth-productivity gradient. This is consistent with housing's high political salience in Korea: unlike other policy domains, housing engagement may be politically mandatory regardless of personal wealth.

Assess the Seo (2025) differentiation more carefully. Seo found that assets predict 종부세 voting. We find no sponsorship effect. The sponsorship-voting disconnect is precisely the pattern that Kang and Park (2025) document for institutional reasons. Our contribution could be that personal financial interests operate only at the voting margin (where the stakes are immediate and the decision is binary) but not at the sponsorship margin (where engagement is voluntary and the signal is continuous). This is a theoretically coherent finding about institutional constraint.

Decide whether to pursue the detailed property-type analysis. The 160MB detailed gazette file contains property locations and types. A more precise treatment - e.g., number of residential properties in Seoul, or holdings in districts affected by specific regulations - could detect effects that the aggregate measure misses. But this raises the multiple-testing concern: if the aggregate null is the honest result, searching for significance in subsets invites p-hacking.
