Property, Self-Interest, and Legislative Behavior: What the Literature Says (and Does Not Say) About Wealthy Lawmakers and Housing Regulation
Citizen research demands from Yeouido Agora pose a blunt question: do property-rich legislators sponsor and vote differently on housing regulation in the Korean National Assembly? This post maps the international and Korean literatures on legislator financial self-interest, identifies a precise empirical gap, and proposes a research strategy. I ran 12 distinct API queries (8 OpenAlex, 4 Crossref Korean) across 5 iterative search cycles.
1. International Literature: Three Strands on Legislator Wealth and Policy
1.1 Direct Financial Self-Interest in Roll-Call Voting
The sharpest test of whether personal wealth shapes legislative behavior comes from Tahoun and van Lent (2018), "The Personal Wealth Interests of Politicians and Government Intervention in the Economy" (doi:10.1093/rof/rfy015; 62 citations). Using US financial disclosure data, they find that politicians' personal wealth interests are positively associated with voting in favor of the 2008 Emergency Economic Stabilization Act (the bank bailout). Legislators whose portfolios contained more financial-sector assets were more likely to vote to rescue the institutions in which they held stakes. This is the cleanest available evidence that personal financial interest - not just ideology or constituency pressure - shapes legislative votes on economic regulation.
Grose (2013), "Risk and Roll Calls: How Legislators' Personal Finances Shape Congressional Decisions" (doi:10.2139/ssrn.2220524; 22 citations), extends this finding beyond a single bill. Legislators with larger stock-market investments vote more consistently to protect financial markets, controlling for party and ideology. Carnes (2015) notes that "wealthier legislators are more likely to vote against the estate tax" and that "legislators with more wealth and education are more likely to support bills that increase economic inequality" (doi:10.1111/spsr.12165; 2 citations) - a finding that has since been confirmed in multiple US datasets.
Critically, all three studies exploit the US personal financial disclosure regime. The identification strategy rests on within-party, within-ideology variation in personal wealth predicting legislative votes. This is the gold standard for our research question.
1.2 Class Composition and Aggregate Policy Bias
The broader framework comes from Carnes and Lupu's (2023) comprehensive review, "The Economic Backgrounds of Politicians" (doi:10.1146/annurev-polisci-051921-102946; 74 citations). They document a consistent finding across democracies: legislatures are disproportionately composed of the wealthy, and this compositional skew shifts aggregate policy in pro-elite directions. Carnes (2015) shows that US state legislatures with more working-class members devote more resources to social safety nets and tax corporations at higher rates. The mechanism operates through personal preferences: like ordinary citizens, lawmakers from different economic strata hold different views about redistribution.
For the Korean case, this generates a concrete hypothesis: if the National Assembly is disproportionately composed of property-rich members, the aggregate orientation of housing legislation should be predictably skewed toward protecting property values rather than expanding housing supply or tightening regulation on multiple-property owners.
1.3 Housing Wealth as a Political Cleavage
A newer literature connects housing wealth to political behavior at the voter level. Ansell, Hjorth, and Nyrup (2021), "Sheltering Populists? House Prices and the Support for Populist Parties" (doi:10.1086/718354; 69 citations), show that falling house prices predict higher support for populist parties, while rising prices insulate incumbents. Trounstine (2020) demonstrates that land-use regulation in the US is an instrument through which homeowners protect property values, producing segregation as a political byproduct (doi:10.1017/s0003055419000844; 163 citations). Chou and Dancygier (2021) show that even left parties abandon affordable housing policies as their coalitions shift toward middle-class homeowners (doi:10.1017/s0003055421000058; 32 citations).
These findings are especially relevant for Korea, where real estate constitutes a far larger share of household wealth than in the US (approximately 70-80% vs. 25-30%). If housing wealth shapes voter preferences this powerfully, the transmission to legislator behavior should be even more direct - because Korean legislators are themselves property owners operating in the same inflated market.
2. Korean Literature: Asset Disclosure, Housing Politics, and the Seo (2025) Breakthrough
2.1 The Key Paper: Seo (2025)
The most directly relevant study is Seo (2025), "Analysis of the voting behavior of the 21st National Assembly members on the comprehensive real estate tax bill: Focusing on political parties, ideology, and members' assets" (doi:10.21487/jrm.2025.3.10.1.49). Published in the Journal of Research Methodology, this paper examines floor votes on the comprehensive real estate tax (종합부동산세) bill, testing whether legislators' personal asset levels predict their voting behavior after controlling for party affiliation and ideology.
What Seo establishes: Members' assets have a measurable association with voting on the 종부세 bill in the 21st Assembly. This is the first Korean study to connect individual-level asset data to a specific roll-call vote.
What Seo does not cover: Three critical limitations leave the field open. First, the study examines a single bill in a single assembly. Whether asset-based self-interest operates across multiple housing-related votes, across different types of housing regulation (supply-side vs. demand-side, tax vs. zoning), and across assemblies with different political configurations remains untested. Second, Seo examines voting but not sponsorship. Legislators can shape housing policy long before the floor vote - through which bills they introduce, which amendments they propose, and which bills they allow to advance through committee. Third, the identification strategy may face party-discipline confounders: Korean roll calls on high-profile tax legislation are heavily whipped, potentially leaving little residual variation for personal wealth to explain.
2.2 Institutional Context: Korea's Asset Disclosure Regime
Korea requires all National Assembly members to file annual asset disclosures (공직자 재산공개) under the Public Service Ethics Act (공직자윤리법). Jung (2020) provides an empirical examination of the disclosure system, analyzing whether the reported categories and thresholds adequately capture officials' actual wealth (doi:10.35656/jkp.29.3.10). The study highlights systematic concerns about underreporting and the use of family members' names to hold property - a measurement issue any quantitative study must address.
The Conflict of Interest Prevention Act (이해충돌 방지법), enacted in 2022, formally prohibits public officials from exploiting their positions for private gain. Cho (2021) examines conflict of interest in the Korean legislature specifically, noting that the Act's enforcement mechanisms remain weak when applied to National Assembly members' legislative activities (doi:10.17937/topsr.31.4.202112.119). Ha and Lee (2023) propose reforms to strengthen conflict-of-interest prevention for legislators, focusing on gaps between the Act's intent and its practical application to bill sponsorship and committee deliberation (doi:10.31779/plj.24.4.202311.011).
Cha (2024) provides a constitutional analysis of the heavy taxation of multiple-property owners under the 종합부동산세, arguing that the surcharge regime may violate principles of proportionality (doi:10.18215/kwlr.2024.74..1). This legal context matters: legislators with large property portfolios have both financial incentives (protecting their own assets) and political incentives (representing constituents who share their property-owner status) to resist regulation.
2.3 The Sponsorship Gap: What Is Missing
An and Park (2025) study the determinants of bill passage in the 20th-21st KNA and find that sponsor characteristics - committee alignment, co-sponsor count, party affiliation - are the primary predictors of legislative success (doi:10.46330/jkps.2025.03.25.1.115). Notably absent from their model is any measure of the sponsor's personal economic interests. No Korean study has tested whether property-rich legislators systematically avoid sponsoring housing regulation bills, or whether they sponsor bills with systematically different content (e.g., deregulation vs. tightening).
3. The Identified Research Gap
After 12 queries across both international and Korean databases, the gap is precise:
Tahoun and van Lent (2018) and Grose (2013) establish that US legislators' personal financial interests predict their roll-call votes on economic policy. Seo (2025) extends this logic to a single Korean roll call on the 종합부동산세 bill. No study has examined whether Korean legislators' real estate holdings predict their bill sponsorship behavior - which bills they introduce, which housing-related committees they seek, and whether their sponsored bills systematically favor deregulation or supply restriction. The sponsorship margin is theoretically more interesting than the voting margin because party discipline is weaker over sponsorship than over floor votes, giving personal interests more room to operate.
Evidence for absence: OpenAlex searches for "legislator property real estate conflict interest housing regulation" (2010-2026; 10 results), "Korean National Assembly asset property real estate voting" (2010-2026; 10 results), and Crossref Korean searches for "국회의원 재산 부동산 입법" (15 results) and "국회의원 다주택 부동산 규제 법안" (10 results) returned exactly one paper connecting legislator assets to housing-related legislative behavior in Korea: Seo (2025).
4. Response to Critic's Methodological Lessons
Critic's analysis in 018_critic.md (on the women-legislators project) contains a methodological insight that translates directly to this new topic: the importance of within-party decomposition as an identification strategy. In that project, the passage-rate reversal between SMD and PR women was only credible after Analyst demonstrated it persisted within both party blocs simultaneously. The same logic applies here. If we find that property-rich legislators sponsor fewer housing-regulation bills, the finding is only interesting if it holds within each party. Across parties, asset levels confound with ideology (conservative legislators tend to be wealthier and more anti-regulation). The within-party test, where wealthy and less-wealthy legislators share the same party label and whip pressure, isolates the personal-interest channel.
Critic (018) also demonstrated the value of the Simpson's Paradox framework: aggregate patterns can mislead when compositional dynamics are ignored. For the wealth-legislation question, an analogous risk exists. If conservative parties have both more property-rich members and fewer housing-regulation bills, the aggregate correlation between wealth and anti-regulation behavior might be entirely a party-composition artifact. The paper must test the within-party relationship explicitly.
5. Data Feasibility Assessment
Unlike the previous rounds where Critic repeatedly flagged asset data unavailability as a blocking constraint, the current research context provides a clear path. The KNA assets database contains 2,928 member-year observations across the 19th-22nd Assemblies, with 37 wealth variables including real estate holdings. Combined with the bill-level data already used in prior analyses (master_bills parquet files), the research design is:
- Treatment variable: Legislator real estate holdings (from asset disclosures), measured as total real estate value, number of properties, or real estate share of total assets.
- Outcome variables: (a) Number of housing-related bills sponsored, (b) content of sponsored bills (coded as pro-regulation vs. deregulatory), (c) floor votes on housing-related legislation.
- Controls: Party, ideology score (if available), electoral pathway (SMD/PR), committee assignment, seniority, constituency characteristics (district housing prices, homeownership rates).
- Identification: Within-party variation in real estate holdings predicting sponsorship behavior, with party and assembly fixed effects.
Housing-related bills can be identified through two complementary methods: (a) committee assignment to 국토교통위원회 (Land, Infrastructure, and Transport Committee), and (b) keyword classification of bill titles and summaries (부동산, 주택, 임대, 분양, 재건축, 종합부동산세, 양도소득세, 다주택).
6. Suggestions for Analyst

Profile the KNA asset data. Load the assets database and report: How many legislators have real estate holdings data? What is the distribution of real estate values across assemblies? What fraction of total assets is real estate? Are there systematic differences between parties in property holdings?

Identify housing-related bills. Using the committee-referral and keyword methods above, construct a dataset of all housing-related bills in the 19th-22nd Assemblies. Report: How many bills per assembly? What is the passage rate? What fraction are sponsored by 국토교통위원회 members vs. others?

Test the basic correlation. Merge legislator asset data with sponsorship counts. Do legislators in the top quartile of real estate holdings sponsor fewer (or more, or different) housing-regulation bills than those in the bottom quartile? Report this within party.

Replicate Seo (2025) as a baseline. Before extending to sponsorship, confirm that the voting-behavior finding holds in the data we have. If our asset data and voting data can reproduce Seo's finding for the 종부세 bill, we have construct validity.

Explore the "avoidance" margin. Beyond what property-rich legislators sponsor, test whether they systematically avoid co-sponsoring others' housing bills. Co-sponsorship refusal is a low-visibility way to obstruct legislation without leaving a floor-vote record.
