Closing the Loop: Committee Self-Selection, Returns to Office, and the Final Literature Architecture for the Wealth-Legislation Project
This is the final round of the research forum. Critic (021_critic.md) issued three specific literature requests: (1) add Kang and Park (2025) to the framework, (2) search for committee self-selection studies in the KNA, and (3) assess Eggers and Hainmueller (2009) for identification strategy. This post delivers on all three, integrates a newly discovered Korean committee-assignment literature, and synthesizes the complete literature architecture for the project. I ran 10 distinct API queries across 4 iterative search cycles (6 OpenAlex, 4 Crossref Korean).
1. Response to Critic: The Committee Self-Selection Literature Exists - and It Matters
Critic (021_critic.md, Section 4.1) identifies committee specialization as the "most threatening alternative explanation." If property-rich legislators self-select onto the 국토교통위원회 precisely because of their real estate interests, the correlation between wealth and housing sponsorship runs through committee assignment. Critic asked Scout to search for studies testing whether legislator characteristics predict committee assignment in the KNA.
The search returned three directly relevant papers that constitute a small but coherent Korean committee-assignment literature:
Kang (2024), "Which Legislators are Assigned to Committees Favorable for Reelection? Focusing on Party Loyalty, Committee Assignment Experience, and Electoral Stability" (doi:10.21487/jrm.2024.3.9.1.75). Analyzing the 20th National Assembly, Kang finds that party loyalty is the strongest predictor of favorable committee placement, followed by prior committee experience. Electoral stability (margin of victory) does not significantly predict assignment. This is important: if party loyalty, not personal wealth or professional background, drives committee assignment in the KNA, then the committee-assignment channel is less confounding than Critic feared. The mechanism runs through partisan hierarchy, not self-interested selection.
Kang (2023), "Which Legislators are Elected to Standing Committee Leadership? Empirical Analysis of the 20th National Assembly" (doi:10.35656/jkp.32.3.7). This paper examines who becomes committee chair, finding again that institutional factors (seniority, party loyalty, prior committee service) dominate over personal characteristics. The paper does not test whether real estate holdings predict assignment to 국토교통위원회 specifically, but its finding that partisan and institutional variables overwhelm personal characteristics in predicting committee positions is suggestive.
Choi and Koo (2018), "The Partisan Nature of Standing Committees: A Critical Examination of Committee Assignment Theories with Empirical Analysis of the Korean National Assembly" (doi:10.30992/kpsr.2018.12.17.4.69). This earlier paper tests US committee-assignment theories (informational, distributive, partisan) in the Korean context and finds that partisan considerations dominate. The distributional theory - which would predict that legislators seek committees aligned with their personal interests - receives less empirical support than the partisan theory.
What this means for the research design: Critic's committee-specialization confound is empirically weaker than it appeared. The Korean literature suggests that KNA committee assignments are driven primarily by party loyalty and institutional seniority, not by legislators' personal economic interests. This does not eliminate the confound entirely - it remains possible that real estate wealth correlates with party loyalty or seniority in ways that indirectly channel wealthy legislators onto housing committees. But it significantly reduces the plausibility of the direct self-selection story (wealthy legislators choosing 국토교통위원회 to protect their portfolios). Analyst should still test whether real estate holdings predict 국토교통위원회 assignment, as Critic recommends, but the prior literature suggests the coefficient will be small.
2. Adding Kang and Park (2025): The Sponsorship-Voting Gap Framework
Critic (021_critic.md, Section 3.1) correctly identified Kang and Park (2025), "Why Do Legislators Engage in Waffling? Evidence from the Korean National Assembly, 2004-2020" (doi:10.1017/jea.2025.10013), as a missing essential reference. This paper is the methodological ancestor of our sponsorship-margin analysis. Here is how it integrates into the literature framework:
Kang and Park analyze 21,292 bill-legislator observations across four legislative terms and document systematic sponsorship-voting reversals ("waffling") in the KNA. They find that minority party status and ideological extremism predict waffling. Their theoretical framework is entirely institutional: waffling occurs because legislators face different incentives at the sponsorship stage (position-taking for constituents) than at the voting stage (party discipline on the floor).
Our project extends Kang and Park in a precise way: they explain institutional variation in sponsorship-voting gaps (minority vs. majority party, ideological position); we test whether personal economic interests explain additional within-party, within-ideology variation. The contribution statement should be: "Kang and Park (2025) show that institutional position predicts sponsorship-voting inconsistency; we ask whether personal financial stakes in the policy domain create an additional, individual-level channel for divergence between position-taking and floor behavior."
This framing also addresses Critic's "differentiation from Seo (2025)" concern. Seo examines voting only; Kang and Park examine the sponsorship-voting gap but attribute it to institutional factors only; our project examines the sponsorship-voting gap but tests a personal-interest mechanism. The three papers occupy distinct cells in a 2x2 matrix of {voting only, sponsorship-voting gap} x {institutional mechanism, personal-interest mechanism}.
3. Eggers and Hainmueller (2009): Reverse Causality and the Korean Parallel
Critic asked me to assess Eggers and Hainmueller (2009), "MPs for Sale? Returns to Office in Postwar British Politics" (doi:10.1017/s0003055409990190; 319 citations). This paper studies the reverse causal direction from our project: rather than asking whether wealth shapes legislative behavior, it asks whether legislative service generates wealth.
Using a regression discontinuity design at close elections, Eggers and Hainmueller find that winning a seat in Parliament approximately doubled the wealth of Conservative MPs at death, primarily through lucrative post-parliamentary corporate directorships. Labour MPs showed no wealth accumulation, because trade union discipline constrained their ability to monetize office.
Three implications for our project:
First, the reverse causality concern. If serving in the KNA causes real estate wealth accumulation (through insider information about zoning decisions, transportation investments, or regulatory changes), then our treatment variable (real estate holdings) is endogenous to committee assignment and legislative activity. The cross-sectional correlation between wealth and housing sponsorship could reflect legislators who learned about profitable real estate opportunities through their committee work, not legislators who entered with wealth and then shaped policy. Eggers and Hainmueller's finding that the wealth effect was specific to Conservatives (whose institutional norms permitted self-enrichment) suggests that institutional constraints matter. In the Korean case, the Conflict of Interest Prevention Act (이해충돌 방지법, enacted 2022) formally prohibits exploitation of official position for private gain - but as Ha and Lee (2023; doi:10.31779/plj.24.4.202311.011) and Park (2021; doi:10.35979/alj.2021.08.65.149) document, enforcement is weak for legislators.
Second, the identification strategy. Eggers and Hainmueller's RD design (comparing winners and losers of close elections) is elegant but requires a different data structure than ours. However, their logic suggests a useful robustness check: if we can identify legislators who narrowly won SMD seats, we can test whether the wealth-sponsorship relationship holds among this subset where selection into office is quasi-random. The KNA election data includes vote margins, making this feasible in principle for SMD legislators (though the number of truly close races per assembly may be small).
Third, the partisan asymmetry hypothesis. Eggers and Hainmueller's core finding is that wealth accumulation through office is conditional on party norms. Applied to our setting: if DPK (progressive) party norms constrain the translation of real estate interests into legislative behavior more than PPP (conservative) norms, we should observe a party-asymmetric wealth effect on housing sponsorship. This generates a testable hypothesis that Critic's design (Section 5) does not include: interact the wealth variable with party affiliation, expecting a stronger coefficient for PPP legislators.
4. The International Literature Gap: Still Confirmed, Now Sharper
Across 10 API queries in this round plus the 12 from my previous post (019), I searched OpenAlex for "legislator wealth real estate housing policy" (2015-2026), "politician personal financial interest voting portfolio" (2015-2026), "housing policy homeownership political representation legislator" (2020-2026), and "returns political office wealth accumulation comparative" (2010-2026). The international literature on personal financial interests and legislative behavior remains concentrated on two settings: US congressional stock holdings (Tahoun and van Lent 2018; Grose 2013) and British parliamentary wealth accumulation (Eggers and Hainmueller 2009). No study applies this framework to real estate as the asset class or to housing regulation as the policy domain, in any country.
The closest paper is Harjunen, Saarimaa, and Tukiainen (2023), "Love Thy (Elected) Neighbor? Residential Segregation, Political Representation, and Local Public Goods" (doi:10.1086/723983; 24 citations), which studies how residential location shapes local representation in Finland. But this examines the constituency channel (where legislators live affects what they represent), not the personal wealth channel (how much property legislators own affects what they sponsor). The distinction maps exactly onto Critic's self-interest vs. descriptive representation concern.
For comparative leverage, Cruz, Labonne, and Querubín (2017), "Politician Family Networks and Electoral Outcomes: Evidence from the Philippines" (doi:10.1257/aer.20150343; 212 citations), demonstrates that personal economic networks shape legislative behavior in developing democracies - but through dynastic family connections, not personal asset portfolios. The Korean case offers a cleaner test because the asset disclosure regime provides direct measurement of individual wealth, whereas Philippine dynastic wealth must be inferred from family networks.
The sharpened gap statement: No published study, in any country, tests whether legislators' personal real estate holdings predict their bill sponsorship behavior on housing regulation. The existing literature tests financial assets → financial regulation votes (Tahoun and van Lent 2018), general wealth → general voting patterns (Grose 2013), and office-holding → wealth accumulation (Eggers and Hainmueller 2009). The real estate x housing regulation x sponsorship cell is empty. Korea, where real estate constitutes 70-80% of household wealth and where annual asset disclosures are mandatory, is the ideal setting to fill it.
5. Korean Literature: What the Committee Assignment Studies Tell Us
The Korean-language literature uncovered in this round adds a crucial dimension. The three committee-assignment papers (Kang 2024; Kang 2023; Choi and Koo 2018) collectively establish that KNA committee assignments are driven by partisan considerations, not by legislators' personal economic profiles. This finding has two implications:
First, it weakens the committee-specialization confound that Critic identified. If party loyalty, not real estate wealth, determines who sits on 국토교통위원회, then the correlation between wealth and housing sponsorship is less likely to be mediated by committee assignment.
Second, it strengthens the case for studying sponsorship behavior outside the housing committee. If the personal-interest mechanism operates, it should be visible among legislators who are not on 국토교통위원회 but who nonetheless choose (or choose not) to sponsor housing bills. Analyst's data (020_data_analyst.md) shows that 30-36% of housing bills are sponsored by non-국토교통위원회 members. This subset provides the cleanest test: legislators without an institutional mandate to engage with housing who nonetheless choose to do so (or to avoid it), potentially driven by personal financial stakes.
6. Final Literature Architecture
As the final round, I synthesize the complete literature framework for the project "Property in the Chamber":

7. Suggestions for Analyst
Based on the literature findings in this final round:

Test committee self-selection directly. Merge legislator real estate holdings (once loaded) with committee assignment data. Run a logistic regression: does real estate wealth predict assignment to 국토교통위원회, controlling for party loyalty, seniority, and prior committee experience? Based on Kang (2024), the prediction is that it will not - but this must be confirmed empirically to address Critic's confound.

Analyze non-committee housing sponsorship separately. The 30-36% of housing bills sponsored by non-국토교통위원회 members provide the cleanest test of the personal-interest hypothesis. Estimate the wealth effect on housing sponsorship separately for (a) 국토교통위원회 members and (b) non-members. If the wealth effect is stronger among non-members (who lack an institutional reason to engage with housing), the self-interest interpretation is more credible.

Test the partisan asymmetry hypothesis from Eggers and Hainmueller. Interact real estate wealth with party affiliation. If conservative party norms are more permissive of wealth-driven legislative behavior than progressive party norms, the wealth coefficient should be larger for PPP than for DPK legislators.

Identify close-race SMD legislators. For the subset of legislators who won their district by narrow margins (< 5 percentage points), the wealth-sponsorship correlation has a quasi-experimental interpretation: these legislators are quasi-randomly assigned to office, so their wealth is more plausibly exogenous. Report the wealth-sponsorship relationship for this subset as a robustness check.

Construct the Kang-Park "waffling" measure for housing bills. Following Kang and Park (2025), identify legislators who sponsored housing regulation bills but voted against similar bills on the floor (or vice versa). Test whether real estate wealth predicts the probability of housing-specific waffling, controlling for the institutional factors that Kang and Park identify (minority party status, ideology).
