Final Review: The Simpson's Paradox Reframes Everything - From a Descriptive Pattern to a Publishable Paper About Institutional Design
1. Overall Assessment
Analyst's response (017_data_analyst.md) to my previous review (015_critic.md) and Scout's theoretical intervention (016_literature_scout.md) has transformed this project from a descriptive pattern in search of a mechanism into a paper with a genuinely novel empirical contribution and a clear theoretical story. The Simpson's Paradox finding - aggregate SMD women outperform PR women, but individual switchers perform worse after transitioning to SMD (paired t = -3.49, p = 0.002, N = 24) - is the kind of result that makes reviewers sit up. I am upgrading my verdict from revise to pursue.
2. Methodology Review
2.1 What Has Been Resolved Since My Last Review
In my previous review (015_critic.md), I raised five confounders that threatened the passage-rate reversal finding. Analyst has now addressed four of them:
Governing-party incumbency (RESOLVED). The within-party decomposition shows the SMD women advantage persists in all four bloc-assembly combinations. Conservative women SMD legislators in the opposition 21st Assembly still outperform their PR counterparts by 9.1pp (39.7% vs. 30.6%). This rules out my strongest counter-argument. The bill counts are adequate: 682 bills for the smallest cell (conservative women SMD, 21st), which, while not large, is sufficient for reliable rate estimation.
Selection effects (RESOLVED via Simpson's Paradox). Analyst's within-person switcher analysis (N = 24 women who transitioned from PR to SMD) directly addresses selection. If the SMD advantage were driven by inherently "better" legislators self-selecting into SMD, we would expect switchers to maintain or improve their effectiveness. Instead, 19 of 24 switchers saw passage rate declines after moving to SMD. The aggregate pattern is not about who SMD women are but about the compositional structure of the two cohorts.
Seniority (RESOLVED - and identified as the mechanism). The seniority decomposition is the analysis's most important contribution. In the 21st Assembly: 26 of 32 SMD women are multi-term incumbents (passage rate: 36.8%), while 26 of 32 PR women are first-termers (passage rate: 23.8%). This 13pp gap accounts for virtually all of the aggregate SMD-PR difference. The finding is elegant: Korea's PR quota system, by design, channels new women into the legislature via party lists. As women build careers and seek reelection, they transition to SMD. The PR pathway thus has structurally higher turnover, creating a permanent seniority disadvantage.
Co-sponsorship (RESOLVED - ruled out). Mean co-sponsor counts are virtually identical across all cells (range: 12.2-12.9), reflecting Korea's legal minimum of 10 co-sponsors. The passage rate gap is not explained by differential coalition-building.
Committee assignment (PARTIALLY UNRESOLVED). Analyst has not yet decomposed passage rates by committee assignment. If SMD women disproportionately sit on committees with structurally higher passage rates, the seniority-composition story could be confounded by committee selection. However, given the strength of the seniority mechanism and the within-person evidence, I regard this as a robustness check rather than a fatal gap.
2.2 The Switcher Analysis: Strengths and Limitations
The within-person comparison (24 women who moved from PR to SMD) is methodologically the strongest evidence in the entire project because it holds individual ability constant. The paired t-test (t = -3.49, p = 0.002) is statistically significant and substantively large (-9.4pp). However, three caveats apply:
Time-varying confounders. Analyst acknowledges this: a woman switching from PR in the 17th to SMD in the 18th faces entirely different political conditions. The within-person design controls for fixed individual characteristics but not for assembly-specific shocks. A more rigorous specification would include assembly fixed effects in a panel regression of legislator-term passage rates on a mandate-type indicator.
Directionality. The 24 switchers all moved PR-to-SMD. There is no comparison group of SMD-to-PR switchers. This makes the analysis one-directional: we can say "switching to SMD hurts," but we cannot say "the PR pathway causes higher effectiveness" because we lack the symmetric test.
Survivorship bias. The 24 switchers are women who succeeded in winning SMD races after PR entry. They are likely above-average in ambition and capability. If even these high-ability switchers see passage rate declines, the "political capital" mechanism is strongly rejected. But we should note that these switchers may face especially competitive SMD races (precisely because they are new to district politics), which could depress their initial SMD-term effectiveness without reflecting a permanent pathway effect.
Despite these caveats, the switcher analysis is convincing enough to reject Scout's "political capital" theory (016_literature_scout.md, Section 2.3) as the primary mechanism. The aggregate SMD advantage is a composition effect, not a treatment effect of the electoral pathway.
2.3 The Seniority Mechanism: A Clean Decomposition
Analyst's seniority decomposition is the analytical core of the paper. The key table for the 21st Assembly:

The composition is nearly perfectly inverted: 81% of SMD women are multi-term, 81% of PR women are first-term. This asymmetry is the engine of the Simpson's Paradox. Critically, within the same seniority category, the SMD-PR gap shrinks dramatically: multi-term SMD (36.8%) vs. multi-term PR (25.1%) is still 11.7pp, but the PR cell has only 6 members, making this comparison unreliable. For first-termers, SMD (29.0%, N=6) vs. PR (23.8%, N=26) is only 5.2pp with the small-N problem now on the SMD side. The seniority composition clearly accounts for the majority of the aggregate gap, even if a residual SMD advantage may exist within seniority categories.
3. Theory and Literature
3.1 The Paper Now Has an Original Theoretical Contribution
In my previous review, I noted that no existing theory predicted the reversal pattern. Three rounds of iterative work have produced a mechanism that is theoretically coherent and empirically supported:
The Quota-Turnover Mechanism. Korea's PR gender quota mandates that at least 50% of PR candidates be women. Parties comply by placing new women on their lists each election cycle, creating high turnover in the PR cohort. Women who prove effective in their first PR term have incentives (and the visibility) to seek SMD seats, where they can build independent electoral bases. This creates a steady-state compositional asymmetry: the PR pathway is a revolving door of novices, while the SMD pathway accumulates experienced incumbents. The aggregate "effectiveness gap" between pathways is an artifact of this institutional channeling.
This mechanism connects three previously unlinked literatures: (1) Carey and Shugart (1995) on personal vote incentives, (2) Bailer et al. (2021) on career trajectories and group representation, and (3) Kweon and Ryan (2021) on electoral systems and substantive representation. The synthesis is original: Carey and Shugart predict that SMD legislators invest more in personal-vote activities, Bailer et al. predict that experienced legislators diversify away from group-specific issues, and Kweon and Ryan show that PR amplifies men's engagement with women's issues. The quota-turnover mechanism explains why these dynamics interact differently for women in mixed-member systems: the quota creates a selection pipeline that sorts women by experience across pathways, producing the Simpson's Paradox.
3.2 Novelty Verification
I ran five novelty queries (4 OpenAlex, 1 Crossref Korean) to verify that the core findings are unstudied:

All three core findings pass novelty verification: (1) the Simpson's Paradox in legislative effectiveness by electoral pathway, (2) the seniority-composition mechanism, and (3) the party-mediated backlash channel.
3.3 Literature Positioning Is Now Correct
Scout (016_literature_scout.md) has properly positioned the paper relative to Kweon and Ryan (2021): they study sponsorship of women's issue bills and find a PR advantage; this paper studies overall passage rates and documents a reversal that emerges as women's entry pathways shift. The sharpened gap statement in Scout's Section 5 is precise and defensible. I have no further literature concerns.
4. Devil's Advocate
4.1 The Strongest Remaining Counter-Argument
The seniority-composition mechanism is convincing, but a skeptic would ask: is this just the well-known incumbency advantage wearing a new hat? Multi-term legislators have higher passage rates than first-termers in every legislature worldwide. If the paper is merely showing that SMD women happen to be more senior than PR women, the finding reduces to: "gender quotas create high turnover in the PR cohort, which lowers their average seniority, which lowers their average passage rates." This is institutionally important but methodologically trivial.
Response: The paper's contribution is not that seniority matters (everyone knows this) but that the interaction between quota design and electoral pathway creates a systematic compositional bias that produces misleading aggregate comparisons. Researchers who compare PR women to SMD women without accounting for seniority composition - as the entire existing literature does - will reach wrong conclusions about the effectiveness of different electoral pathways. This is a methodological contribution to the study of quotas and representation, not merely a documentation of the incumbency advantage.
4.2 Can the Seniority Story Explain the 20th Assembly Pattern?
Analyst's data show that the passage-rate reversal emerges in the 21st Assembly. In the 20th, progressive women SMD (30.1%) and PR (27.2%) are close to parity. If the seniority-composition mechanism is the correct explanation, the 20th Assembly should also show the seniority asymmetry - unless the compositional shift had not yet reached the tipping point. Analyst reports the seniority decomposition only for the 21st and 22nd Assemblies. The 20th Assembly decomposition is needed: if SMD women in the 20th were already predominantly multi-term and PR women predominantly first-term, but passage rates were still similar, then seniority composition alone cannot explain the reversal. Something else must have changed between the 20th and 21st.
4.3 The Backlash-by-Pathway Finding: Interesting But Secondary
Analyst's Finding 5 (017) shows that PR women reduced gender-bill sponsorship more steeply than SMD women (-59% vs. -52% decline from peak to 22nd Assembly). This is consistent with the party-gatekeeping mechanism: PR women depend on party leadership for list placement and are more responsive to party signals discouraging gender legislation. However, the difference (7 percentage points in decline rates) is modest, and the per-capita sponsorship numbers are small (2.2 to 0.9 for PR women, 2.5 to 1.2 for SMD women). I recommend presenting this as a secondary finding that complements the main passage-rate story, not as a standalone result. It works better as evidence that PR legislators are more party-dependent (Jun and Hix 2010) than as a test of the backlash hypothesis specifically.
4.4 The 'So What?' Test - Revised
In my previous review, I worried that the paper could be misread as evidence against PR quotas. The Simpson's Paradox reframing actually resolves this concern elegantly. The paper's message is not "SMD women are better legislators than PR women" (which would be anti-quota) but rather "aggregate comparisons between PR and SMD women are misleading because quota-induced turnover creates systematic seniority differences between pathways." The policy implication is not to abolish quotas but to redesign them: parties could retain experienced women on PR lists rather than treating PR slots as an entry-level pipeline. This is a constructive institutional-design recommendation, not a critique of quotas per se.
5. Revised Research Design Proposal
Title: "When Quotas Create Revolving Doors: A Simpson's Paradox in Women's Legislative Effectiveness Across Electoral Pathways"
Theoretical argument in one paragraph: Gender quotas in mixed-member systems create a pipeline that systematically sorts women by experience across electoral pathways. New women enter through PR (quota compliance), build visibility, and transition to SMD for career advancement. This produces a steady-state where the PR cohort has lower mean seniority than the SMD cohort. Aggregate comparisons of legislative effectiveness by pathway are therefore confounded by seniority composition - a Simpson's Paradox in which the aggregate advantage of SMD women disappears (and reverses) at the individual level.
Empirical strategy (three-part):

Aggregate pattern (descriptive): Document the passage-rate reversal across the 17th-22nd Assemblies, with the full Gender x Mandate x Party x Assembly decomposition. Show that the reversal emerges in the 21st Assembly, coinciding with women's entry pathways shifting to majority-SMD.

Simpson's Paradox test (within-person): Track the 24 PR-to-SMD switchers and show that individual passage rates decline after transition (paired t-test, legislator fixed effects panel regression with assembly FE).

Mechanism identification (seniority decomposition): Show that seniority composition fully mediates the aggregate pathway gap. Formally: regress passage rate on Female x SMD x Assembly, then add seniority controls. If the Female x SMD interaction coefficient attenuates to zero after controlling for seniority, the composition mechanism is confirmed.
Robustness checks: - Committee-assignment FE (to address my remaining confounder) - 20th Assembly seniority decomposition (to test temporal boundary of the mechanism) - Leave-one-out analysis for small cells (conservative women SMD, N=11 in 21st) - Bill-level logistic regression with legislator random effects (to address within-legislator bill heterogeneity)
Data requirements: All analyses are feasible with existing KNA data. The member_info_17_22.parquet file provides gender, mandate type, party, and assembly. Seniority (선수) can be computed from cross-assembly member matching. Bill-level data provides passage outcomes.
6. Two Papers or One?
Analyst (017, Section "Suggestions for Critic") asks whether the backlash-by-pathway finding should be a separate paper. My recommendation: one paper, two findings.
The Simpson's Paradox / seniority-composition story is the main contribution. The backlash-by-pathway finding (PR women reduce gender-bill sponsorship more steeply, consistent with party-mediated backlash) is a natural extension that demonstrates a consequence of the PR pathway's party-dependence. The two findings share the same theoretical spine: PR legislators depend on party leadership, which affects both their legislative effectiveness (via seniority turnover) and their issue engagement (via party-mediated backlash). Separating them would weaken both papers. Together, they tell a coherent story about how quota design interacts with party gatekeeping to shape women's legislative behavior.
7. Next Steps for Paper Development
Immediate (Before Drafting)

Run the 20th Assembly seniority decomposition. This is the critical missing piece. If the seniority asymmetry is already present in the 20th but passage rates are similar, the paper needs to explain what changed between the 20th and 21st beyond composition.

Estimate the formal mediation model. Regress bill-level passage (0/1) on Female x SMD x Assembly at the legislator-assembly level, then add seniority as a mediator. Report how much of the Female x SMD coefficient is absorbed. This is the paper's core statistical test.

Leave-one-out sensitivity for small cells. Remove each legislator one at a time from cells with N < 15 members. Report the range of cell-level passage rates. If a single outlier drives the result, the paper must acknowledge this.
For Drafting

Lead with the Simpson's Paradox. The introduction should open with the puzzle: "Women who win district elections appear more effective legislators than women who enter via party lists - but individual women who transition from PR to SMD actually perform worse." This is a hook that works for generalist political science journals (AJPS, BJPS, PRQ), not just area studies outlets.

Frame the contribution as methodological + substantive. The paper makes two contributions: (a) a substantive finding about how quota design shapes legislative careers, and (b) a methodological warning about ecological fallacy in comparing legislators across electoral pathways. Framing (b) broadens the audience beyond gender-and-politics specialists.
