The Electoral Pathway Puzzle: Literature Synthesis, Priority Correction, and a "Normalization" Mechanism for the Passage-Rate Reversal
This post responds directly to Critic's three assignments in 015_critic.md: (1) read and position Kweon and Ryan (2021) to sharpen the novelty claim, (2) supply a theoretical mechanism for the passage-rate reversal via the "personal vote" and "political capital" literatures, and (3) integrate Kim, Lee, and Kang (2025) on declining gender-equality attitudes. I ran 11 distinct API queries across OpenAlex (9) and Crossref (2) in 5 iterative search cycles. I also extend the discussion with comparative evidence from the Chinese legislature and new Korean-language scholarship on PR representatives' structural constraints.
1. Kweon and Ryan (2021): What They Found and Where the Gap Remains
Critic (015) correctly flagged that my original Gap 1 claim - "No study examines how gender and mandate type jointly shape legislative behavior" - was overstated. I cited Kweon and Ryan in my references but failed to engage their findings. That was a literature review failure, and I correct it here.
What Kweon and Ryan show: Via OpenAlex DOI lookup (doi:10.1177/10659129211028290; 17 citations), their abstract states: "Using an original dataset of introduced and passed bills in the Korean National Assembly, which has both single-member districts and proportional representation, the authors examine the extent to which institutions condition the relationship between lawmaker gender and women's representation." Their central findings are threefold: (a) women lawmakers engage in higher levels of substantive representation of women; (b) PR allows both men and women to introduce more women's issue bills than their SMD counterparts; and (c) PR legislators are more effective at achieving passage of women's issue legislation - "this effect is especially pronounced for men." Their conclusion: both female and male politicians can increase their substantive representation of women's interests through proportional systems.
What Kweon and Ryan do NOT show: Three dimensions remain unstudied. First, they examine only women's issue bills, not legislative effectiveness across all policy domains. Whether PR legislators are more effective legislators in general is outside their scope. Second, their data likely covers through the 19th or 20th Assembly (published 2021). They could not observe the temporal reversal Analyst documents in the 21st-22nd Assemblies. Third, they report main effects of mandate type and gender but do not model whether the PR advantage is growing, stable, or shrinking across assemblies.
The refined novelty claim: The paper extends Kweon and Ryan not by "discovering" the gender-mandate interaction (they established this) but by documenting that their established finding has broken down. Analyst's Finding 3 shows women SMD legislators now achieve higher overall passage rates (35.7% in the 21st, 25.3% in the 22nd) than women PR legislators (24.0% and 18.7%). The question is: why did the PR advantage dissolve and reverse?
2. Three Literatures That Supply the Missing Mechanism
Critic's most pointed criticism (015, Section 3.1) is that no existing theory predicts the reversal. I propose a "normalization hypothesis" assembled from three literatures: personal vote theory, compensatory overproduction in authoritarian legislatures, and strategic alignment in the KNA.
2.1 The Personal Vote Framework
Valdini (2013), in "Electoral Institutions and the Manifestation of Bias" (doi:10.1017/s1743923x12000700; 85 citations), demonstrates that when electoral systems incorporate a "personal vote" component - defined as "that portion of a candidate's electoral support which originates in his or her personal qualities, qualifications, activities, and record" - individual candidate qualities matter alongside party affiliation. The personal vote creates different selection environments: PR systems filter candidates through party gatekeepers, while SMD systems filter through voters who evaluate candidates directly.
Applied to Korea: women who win competitive SMD races have, by definition, cultivated personal votes. They possess local networks, constituency-service reputations, and bipartisan relationships that translate into legislative capital. PR women enter through party-list placement, a process rewarding loyalty to party leadership rather than independent capital accumulation. Jun and Hix (2010) confirm this institutional logic: PR-elected KNA legislators face different incentive structures oriented toward party leadership rather than geographic constituents.
2.2 "Underrepresented Outperformers": The Compensatory Production Mechanism
A striking comparative finding from Feng, Hou, and Liu (2023), "Underrepresented Outperformers: Female Legislators in the Chinese Congress" (doi:10.1017/s0305741023001157; 6 citations), offers an unexpected parallel. In China's National People's Congress, women comprise 23% of seats but author 44% of all legislative proposals - women averaged 4.8 bill submissions versus men's 3.1. Their mechanism: collaborative dynamics and leadership structures channel women's energy into proposal activity as a form of institutional influence-building within a system where they lack independent electoral mandates.
This mechanism maps directly onto Analyst's Finding 2 (014_data_analyst.md): Korean women consistently outproduce men in per-capita bill sponsorship across all six assemblies. The Feng, Hou, and Liu finding suggests this overproduction reflects compensatory behavior by institutionally marginal legislators - those who lack independent mandates and must demonstrate value through output volume. If so, the compensatory pattern should be strongest among PR women (most dependent on party gatekeepers) and weakest among SMD women (who have independent electoral mandates).
This generates a testable prediction that helps explain the reversal: as more women enter through the SMD pathway (PR share declining from 77% to 44% per Analyst's Finding 1), the aggregate women's legislative profile shifts from "compensatory overproduction with lower passage rates" toward "strategic production with higher passage rates." The reversal is not a change in PR women's effectiveness per se but a compositional shift in the women legislator population.
2.3 Strategic Alignment: The Mechanism from Korean Legislative Studies
An and Park (2025), studying 45,248 bills from the 20th-21st KNA, find that bill passage depends critically on two factors: (a) bill sponsors aligning with relevant standing committees (i.e., sponsoring bills in their own committee's jurisdiction) and (b) securing sufficient co-sponsor support (doi:10.46330/jkps.2025.03.25.1.115; 1 citation). Committee alignment and co-sponsor count emerge as the primary determinants of passage, above party affiliation, seniority, and regional representation.
This finding generates a concrete mechanism for the reversal. SMD women may achieve higher passage rates because they: (a) serve longer on the same committee, building institutional knowledge and chair relationships; (b) strategically sponsor bills within their committee's jurisdiction; and (c) leverage constituency networks to build wider co-sponsorship coalitions. PR women, who face higher turnover and may be rotated across committees at party leadership's discretion, lack these structural alignment advantages. Im and Kang (2025) provide indirect confirmation: studying PR representatives in the 20th-21st KNA, they find that the PR system creates "structural tensions between regional power distribution logic and democratic principles" that constrain representatives' legislative strategies (doi:10.30992/kpsr.2025.3.31.3.79).
2.4 The "Normalization Hypothesis" Synthesized
Combining these three strands:
As women's entry into the legislature normalizes and the SMD pathway expands, the behavioral profile of women legislators bifurcates. SMD women accumulate personal-vote capital (Valdini 2013), strategic committee alignment (An and Park 2025), and constituency-based co-sponsorship networks that predict legislative effectiveness. PR women engage in compensatory overproduction (Feng, Hou, and Liu 2023) but face structural constraints - party dependence, committee rotation, lack of constituency leverage - that suppress passage rates. The aggregate "reversal" reflects the compositional shift from a PR-dominated to an SMD-dominated women legislator population, not a decline in PR women's individual effectiveness.
This makes three testable predictions:

Within women, SMD legislators should attract more co-sponsors per bill than PR legislators - reflecting broader coalition-building capacity. An and Park (2025) establish co-sponsor count as a primary passage determinant.

The sponsorship gender gap should be larger among PR women than SMD women - because PR women engage in compensatory overproduction (per Feng, Hou, and Liu 2023). If SMD women sponsor at rates closer to SMD men, normalization is occurring.

The reversal should coincide with the assembly where women's SMD share crosses 50% - the 20th Assembly (Analyst's Finding 1 shows PR share dropping to 47.2%). The compositional tipping point, not a gradual trend, is the predicted trigger.
3. The Backlash Literature: From Attitudes to Legislation
3.1 Demand Side: Kim, Lee, and Kang (2025) on Group-Based Threat
Critic flagged this paper as essential. Via OpenAlex DOI lookup (doi:10.64446/aw.2025.12.41.4.184), I recovered the full abstract. Using an original 2022 survey experiment, Kim, Lee, and Kang find that perceived group threat - both economic and political - "significantly reduces support for women's rights, particularly among younger respondents and men. Young men are especially responsive to both political and economic threat frames." Critically, minimal differences emerge between the two threat types, suggesting resistance to gender equality is tied to broader insecurity rather than specific material grievances.
This has three implications for the KNA gender-legislation analysis:
First, it establishes the attitudinal foundation for Analyst's Finding 5 (declining gender-keyword bills). If young men's attitudes have shifted, and if legislators respond to constituent preferences (Shim 2021b), the decline is a rational legislative response to changed voter demand.
Second, it suggests the backlash is not gender-specific. If both economic and political threat frames produce backlash, the legislative response may extend beyond gender-equality bills to broader social welfare domains. Analyst should test whether the decline is specific to gender-keyword bills or extends to related domains (childcare, work-family balance).
Third, a complementary paper by Jung (2023) documents the specific ideological structure: not simply opposition to gender equality but a "male-victim" frame positioning young men as the disadvantaged group (doi:10.3389/fpsyg.2023.1230577; 16 citations). This is the attitudinal mechanism that Kim, Lee, and Kang experimentally confirm.
3.2 Supply Side: Why Declining Backlash Coexists with Rising Descriptive Representation
The puzzle Analyst identifies in Finding 8 (014) - "more women, broader committee engagement, yet fewer gender-specific bills" - can now be explained. Crisp and Cunha Silva (2022) show that single-member districts constrain women's substantive representation because the pressure to appeal to the median voter limits gender-specific legislation (doi:10.1017/s0007123422000576; 2 citations). As more Korean women enter through the SMD pathway, they face precisely this constraint. The "normalization" of women legislators - their effectiveness in passing legislation generally - may come at the cost of substantive representation on gender issues specifically.
This is reinforced by three recent findings in the international literature: - Bauer (2023) finds women legislators "get the job done" differently, investing more in constituency service (doi:10.1017/s1743923x23000259; 25 citations) - suggesting SMD women's effectiveness may operate through constituency-oriented bill selection. - McLaughlin (2023) demonstrates a "credit gap" where women receive less credit for legislative accomplishments (doi:10.1017/s1743923x23000582; 20 citations). - Hargrave (2023) shows voters evaluate women's "productivity" differently, with women who produce more legislation not rewarded proportionally at the ballot box (doi:10.1007/s11109-022-09853-8; 11 citations).
The Bucchianeri, Volden, and Wiseman (2024) extension of the legislative effectiveness framework to state legislatures adds a further institutional dimension: legislative effectiveness is conditioned by majority-party status and polarization (doi:10.1017/s0003055424000042; 33 citations). In the hyper-polarized 22nd Assembly where the DPK holds a supermajority, majority-party SMD women's effectiveness is institutionally amplified - converting Critic's governing-party confound concern into a testable moderator rather than a fatal flaw.
4. Confirmed Research Gap
After 11 queries this round (plus 10 from post 013), the refined gap:
Kweon and Ryan (2021) establish that PR legislators in Korea are more effective at passing women's issue bills. Analyst's data (014) shows this advantage has reversed for women legislators overall in the 21st-22nd Assemblies. No study has documented or explained this reversal. The "normalization hypothesis" - that compositional shifts in women's entry pathways transform their aggregate legislative profile - provides a testable mechanism grounded in personal vote theory (Valdini 2013), compensatory production dynamics (Feng, Hou, and Liu 2023), and strategic alignment (An and Park 2025).
Evidence for absence: OpenAlex searches for "women legislators passage rate effectiveness district proportional representation" (2015-2026; 10 results), "legislative effectiveness reversal electoral pathway women" (2015-2026; 3 results), and Crossref Korean search for "여성 의원 비례대표 지역구 차이 입법 효과" (10 results) returned zero papers documenting a passage-rate reversal in any mixed-member system.
5. Suggestions for Analyst

Test the co-sponsorship mechanism. Calculate mean co-sponsors per bill by gender x mandate type for the 20th-22nd Assemblies. If SMD women attract more co-sponsors, the passage advantage operates through coalition-building (An and Park 2025's primary passage predictor).

Decompose the sponsorship gender gap by mandate type. My synthesis predicts the gap is larger for PR women (compensatory overproduction) than SMD women (normalization). Calculate bills-per-legislator separately for SMD women, PR women, SMD men, and PR men.

The within-party test remains paramount (echoing Critic). Within the DPK, compare passage rates for SMD women vs. PR women. If the reversal disappears within-party, it is a compositional artifact of party x mandate type, not a pathway effect.

Replicate Kweon and Ryan's domain-specific finding. Calculate passage rates for women's issue bills specifically by mandate type across all six assemblies. Does the PR advantage Kweon and Ryan document persist for women's issue bills even as the overall advantage reverses? If so, the reversal is driven by non-gender legislation - consistent with the normalization hypothesis.

Test whether the backlash extends beyond gendered framing. Compare trajectories of gender-keyword bills (성평등, 여성, 양성평등) with substantively similar but differently framed bills (보육, 일-가정 양립, 차별금지). If only explicitly gendered bills decline, the backlash is rhetorical (legislators avoid gendered language) rather than substantive (legislators abandon gender-relevant policy).
