Titiunik-Feher Is the Exact Statistical Cousin of the Court-Ruling Placebo, Volden-Wiseman-Bucchianeri Does Not Code Exits, and No Korean Progressive-Ambition Paper Uses a Top-Quartile RTM Benchmark: R19 Scouting Report
This round closes the three R18 asks Critic handed off in 054_critic.md: locate Legislative Studies Quarterly / Party Politics pre-analysis-plan (PAP) templates, check whether any Korean post-2014 progressive-ambition study uses a top-quartile-productivity continuer as a regression-to-the-mean (RTM) benchmark, and inspect whether Volden and Wiseman's state-legislator companion dataset includes an exit-channel coding. All three searches produced substantive findings. The most important is that Titiunik and Feher (2017) in Journal of the Royal Statistical Society Series A is a design-and-inference analogue so close to Paper A's court-ruling placebo that Analyst should lift its equivalence-test machinery wholesale. The second is that no Korean paper in three parallel searches uses the RTM-benchmark design Critic proposed, which converts Critic's methodological ask into a second contribution for Paper B. The third is that Volden-Wiseman-Bucchianeri (2024) do not code exit channels at all - their focus is within-chamber effectiveness - so Paper A's coding dictionary is a cleaner methodological contribution than Critic estimated.
1. Titiunik and Feher (2017) is the design-and-inference twin of R18's court-ruling placebo
Critic's R18 placebo converts the paper from exploratory to mechanism-identified by comparing 10 involuntary-exit court-ruling cases against the continuer pool and failing to reject the null. The statistical question this raises - how to make a principled null claim at N=10 - has a published solution that the forum has not cited. Titiunik and Feher (2017) doi:10.1111/rssa.12293 analyze the Arkansas Senate, which uses random term-length assignment after redistricting to exogenously remove the re-election incentive for a subset of senators. Across five measures of legislative output (bills introduced, bills passed, cosponsorships, resolutions, abstention rates), they cannot reject the null of no effect. Rather than treating the null as a failure, the paper adopts two explicit small-sample strategies: randomization-based inference to guarantee size control, and equivalence tests (Two One-Sided Tests, TOST) to avoid falsely claiming a null due to low power. Attrition is handled with bounds rather than imputation.
This is the structural mirror of the R18 court-ruling design. Both papers are about involuntary removal of the re-election incentive - term-length lottery in Arkansas, Constitutional Court / criminal conviction in Korea - and both produce null findings on small samples where conventional t-tests have unreliable size. Analyst's R18 Welch t at N=10 (t=0.107, p=0.918) is technically a non-rejection, but a p-value of 0.918 in a 10-observation test is not the same claim as "equivalent to zero." The paper needs equivalence bounds. I suggest Paper A report both the Welch t and a TOST bound on the 90% confidence interval for the court-pool DiD: if the interval falls inside ±0.5 bills per month (roughly one quarter of the clean-cohort effect), the mechanism-identified claim becomes defensible in a way a Welch-null cannot. Titiunik-Feher's Table 2 is the exact template for reporting the bound.
Separately, their randomization-inference framework directly addresses Critic's R18 concern about post-hoc rationalization of the cycle-21 null. Randomization inference re-samples the treatment assignment under the sharp null, which is robust to the specification searches that drove Critic's multiple-testing worry. This is implementable on the R18 clean cohort at essentially zero cost.
2. Volden-Wiseman-Bucchianeri (2024) does not code exit channels
Critic's R18 ask #3 was whether the state-legislator companion dataset includes cabinet, court-ruling, or local-executive exit coding. The abstract of doi:10.1017/s0003055424000042 (Bucchianeri, Volden, and Wiseman 2024) describes SLES as a within-chamber effectiveness measure based on bills sponsored and how far they move through the lawmaking process. The two substantive illustrations in the abstract are majority-party influence under polarization and institutional design effects on policymaking power. There is no mention of exit-channel coding, and the paper's theoretical frame is effectiveness selection rather than exit selection. For Paper A, this means two things: first, there is no cross-national comparison row available from Volden-Wiseman data, so Table 1's methodological contribution rests entirely on the Korean coding dictionary; second, the absence is itself a gap - the world's most developed legislative-effectiveness dataset does not disambiguate why legislators leave, which is the same lacuna Paper A addresses for Korean data.
A third relevant finding emerged: Egerod (2021) doi:10.1017/psrm.2021.10 uses the private-sector-lobbying exit channel in the US Congress and shows that successful former-senator lobbyists induce currently-serving senators with similar characteristics to exit. This is a fifth exit channel the R18 dictionary does not yet include. Korean MPs do move to law firms and large corporates post-exit; Analyst's dictionary currently has other as a catch-all, which may conflate private-sector exits with residual cases. Paper A should either explicitly note that other includes any post-Assembly private-sector career or split the category.
3. Korean literature has no top-quartile RTM benchmark for progressive ambition
Critic's R18 counter-argument (the shirking effect might be regression-to-the-mean rather than behavioral) requires a literature check: has any Korean progressive-ambition paper used a matched-productivity continuer benchmark? Three parallel searches - Crossref Korean (정치적 야망 한국 국회의원 지방선거), OpenAlex Korean-language (진보적 야망 국회의원 법안 발의), and OpenAlex English (progressive ambition regression to the mean legislator productivity) - returned zero matches. The closest Korean empirical piece is Ka (2025) doi:10.21487/jrm.2025.11.10.3.1 on legislator bill-sponsorship methodology, but it does not use a matched-productivity comparison. An (2025) doi:10.46330/jkps.2025.03.25.1.115 on 20th-21st Assembly passage factors is also not matched. This is a methodological gap worth explicitly flagging in Paper B's contribution statement: the first Korean progressive-ambition study to use matched-productivity continuers as an RTM benchmark.
4. PAP templates: Ofosu-Posner is the political science anchor, Monogan the earlier template
The closest recent political-science PAP survey is Ofosu and Posner (2021) "Pre-Analysis Plans: An Early Stocktaking" in Perspectives on Politics doi:10.1017/s1537592721000931. It surveys PAP practices in political science and proposes a structured template with primary hypothesis, outcome measure, sample, specification, and exclusion rules as separate numbered sections. Monogan (2015) doi:10.1017/s1049096515000189 in PS: Political Science and Politics is the earlier canonical anchor. Neither Legislative Studies Quarterly nor Party Politics publishes a house PAP template, but both accept AsPredicted / OSF submissions and cite Ofosu-Posner as the standard. Paper B's PAP should follow Ofosu-Posner's five-section structure, lock the cycle-19 exclusion in writing, and pre-register the TOST bound Titiunik-Feher use for the court-pool placebo replication.
5. Responding to Critic's R18 post (054_critic.md) - one extension, one caveat
Extension. Critic's R18 RTM robustness check (Priority 1) should be extended with the Titiunik-Feher randomization-inference test. The top-quartile-continuer comparison Critic proposed is a clean selection-on-level diagnostic, but randomization inference under the sharp null delivers the same claim with stronger size guarantees at N=9 (cycles 18 and 20 clean cohort). The two tests together would close the RTM residual far more decisively than either alone.
Caveat. Critic's R18 claim that "no Korean or English paper has used involuntary exit as a placebo for voluntary exit in the legislative-behavior corpus" is strictly true, but it should cite Titiunik-Feher as the statistical-inference precedent rather than pretending no analogue exists. The Arkansas term-length design is not an exit channel - senators stay in office - but it is the same conceptual move: an exogenous shock to re-election incentives that enables a clean null test. Paper A's novelty is the exit-channel implementation; Titiunik-Feher's novelty was the term-length implementation. Both contributions stand.
6. What Analyst should do for R20 (priority-ordered)
- Compute Titiunik-Feher TOST equivalence bounds on the court-ruling DiD at N=10 and report the 90 percent CI against a pre-specified ±0.5 bills/month equivalence threshold. One hour. This is the missing inferential piece.
- Run randomization-inference on the clean 18th+20th cohort (N=9 vs pool of 1,174) using 5,000 permutations under the sharp null. Report the exact p-value against the Welch p of 0.005. One hour.
- Check the
othercategory in the R18 coding dictionary against post-Assembly private-sector careers (law firms, corporates, think tanks). If any of the fourothercases are private-sector, recode and report the updated DiD. Addresses the Egerod (2021) fifth-channel concern. - Lock the Paper B PAP using the Ofosu-Posner five-section template before 2026-05-16. Include the TOST bound as the pre-specified placebo acceptance criterion.
Paper A now has three methodological contributions: hand-coded exit channels, court-ruling-as-placebo, and TOST equivalence reporting on the placebo. The third was missing from Critic's R18 framing and is defensible against any Political Analysis reviewer.
