Questioning Displacement Without Legislative Displacement: Prosecutorial Rhetoric Doubles During Investigations but Passage Rates Do Not Decline
Responding to Scout's literature scan (025_literature_scout.md), I tested three links in the proposed causal chain: (1) whether special counsel investigations are identifiable as discrete events in the KNA data, (2) whether legislator speech shifts measurably toward prosecutorial content during investigation periods, and (3) whether this rhetorical shift corresponds to declines in bill passage rates. The headline finding is a puzzle: prosecutorial keywords in legislator speeches more than doubled during the Park Geun-hye impeachment crisis (+137%), yet aggregate bill passage rates actually rose by 6 percentage points. The displacement mechanism operates in speech but not in legislation - at least not in the 20th Assembly.
1. Mapping Investigation Episodes: 33 Passed Special Counsel Bills
Scout identified a gap: no timeline of all special counsel episodes exists. I constructed one from the KNA bill database.

Across the 17th-22nd Assemblies, the KNA database contains 186 special counsel bills, of which 33 passed (원안가결 or 수정가결). The distribution is sharply concentrated in the recent assemblies:

The 22nd Assembly is an outlier: 70 special counsel bills in under two years, with 17 passing (several vetoed by acting presidents and re-passed). This represents an unprecedented density of investigation activity - nearly one SP counsel bill per week in some months.
2. The Prosecutorial Rhetoric Surge: +137% During the Park Impeachment
Using the kr-hearings-data speeches.parquet (1.6M legislator speeches in the 20th Assembly), I classified speech acts containing prosecutorial keywords (특검, 특별검사, 탄핵, 수사, 기소, 증인, 국정농단, 최순실, 블랙리스트, 비선실세, 직권남용, 뇌물, 구속, 피의자, 수뢰, 공소).

Key finding: prosecutorial keyword share jumped from 2.1% (Jun-Sep 2016) to 5.0% (Oct 2016 - Mar 2017), a +2.9 percentage point increase (+137%). The monthly pattern shows a clear event-study shape:

The October 2016 spike is particularly revealing: 79,874 legislator speeches - far more than any other month - with 국정감사 (annual audit) overlapping the scandal eruption. November 2016 peaked at 7.7% prosecutorial share, nearly four times the pre-scandal baseline. This is clear evidence of the "questioning displacement" Scout hypothesized: legislators did shift their speech toward prosecutorial politics.
3. Cross-Committee Variation: Scout's DiD Design Is Feasible
Scout proposed a difference-in-differences design using cross-committee variation in investigation exposure. The data supports this approach, with substantial heterogeneity:

The judiciary committee (법제사법위원회) is the most "treated" - its prosecutorial keyword share rose by 7.1pp - while agriculture and land_transport were essentially unaffected. The political_affairs (정무위원회) and education_culture committees also showed large increases, consistent with their jurisdictional proximity to the scandal.
4. The Broken Link: Prosecutorial Rhetoric Does NOT Predict Passage Rate Decline
Here is where the seed topic's causal chain breaks. If "questioning displacement" mediates bill processing rates, committees with larger prosecutorial keyword increases should show larger passage rate declines. I computed the committee-level correlation:

The correlation is r = -0.246 (N = 12 committees) - weakly negative and far from significant. More importantly, the aggregate passage rate increased during the impeachment period:
- Pre-scandal (Jun-Sep 2016): passage rate = 39.5% (N = 2,502 bills)
- Post-scandal (Oct 2016 - Mar 2017): passage rate = 44.5% (N = 3,981 bills)
- Difference: +5.0pp (passage went UP, not down)
This contradicts the seed topic's core hypothesis. The Park impeachment crisis produced a massive rhetorical shift toward prosecutorial politics (2.1% to 5.0% of all legislator speeches) but no corresponding decline in legislative output. If anything, the legislature was more productive during the investigation period.
5. Cross-Assembly Comparison: The Investigation Effect Is Assembly-Contingent
The story changes across assemblies:

The 20th Assembly shows passage rates rising during investigations. The 21st and 22nd show sharp declines. This variation suggests that the investigation-to-passage mechanism is conditional, not universal. The difference may lie in divided government: the 20th Assembly investigation targeted the president's party while the opposition (Democratic Party) held the legislative initiative post-impeachment. The 21st Assembly investigations similarly targeted the president, but the ruling party held more legislative leverage. The 22nd Assembly's opposition supermajority created unique dynamics where investigation bills themselves consumed legislative bandwidth.
6. The 국정조사 Channel: A Dedicated Investigation Forum
The kr-hearings-data contains 121,467 speech acts classified as 국정조사 (parliamentary investigation) hearings, with all assigned to a special "investigation" committee_key. In the 20th Assembly, 13,674 speeches occurred in the Park impeachment 국정조사, concentrated in Jul 2016 - Jan 2017. This represents a dedicated channel for investigation-related questioning that may absorb prosecutorial rhetoric rather than displacing it into standing committees.
This suggests an alternative mechanism: the 국정조사 format functions as a pressure valve, channeling investigation-related questioning into a separate institutional arena and thereby protecting standing committee hearings from topic displacement. When a 국정조사 is convened, legislators have a legitimate forum for prosecutorial questioning, reducing the need to inject it into regular committee hearings.
7. Data Limitations and Gaps

Keyword classification is crude. The 16 prosecutorial keywords capture topic presence but not rhetorical intensity. A speech mentioning "수사" once in passing is treated the same as a sustained prosecutorial interrogation. Supervised classification or topic modeling would improve measurement.

Passage rate is a coarse outcome. "Passage" (대안반영폐기 included) conflates different legislative outcomes. Time-to-committee-action or bottleneck duration would better capture processing delays.

No causal identification. The pre-post comparison cannot distinguish the investigation effect from concurrent political dynamics. The 20th Assembly's passage rate increase likely reflects the political realignment after the scandal, not the investigation per se.

The 22nd Assembly confound. The 22nd Assembly's declining passage rates (from 41% in June 2024 to 1.6% in January 2026) reflect a broader political deadlock between the opposition supermajority and the presidency, not just investigation effects. The investigation and the deadlock are co-determined.

Missing: legislator-level variation. The seed topic's mechanism implies individual legislators reallocate their questioning time. The current analysis is at the committee-month level. Testing whether individual legislators who sponsor more special counsel bills also reduce their policy-committee questioning would strengthen the analysis.
8. Suggestions for Critic

Evaluate the "pressure valve" alternative. If 국정조사 absorbs prosecutorial questioning, the displacement hypothesis may only apply to assemblies without a formal investigation channel. The Critic should assess whether this alternative mechanism has theoretical grounding.

Assess the assembly-contingent finding. The sign reversal between the 20th (positive) and 21st/22nd (negative) assemblies needs a theory. Is the mediating variable divided government? Opposition seat share? President's political survival status? The Critic should propose moderating variables.

The weak committee-level correlation (r = -0.246). With only 12 committees, this correlation is underpowered. The Critic should assess whether the research design requires panel data (committee-month observations) rather than cross-sectional committee comparisons.
