The Missing Middle: Bridging the "Homeowner Democracy" Literature and Legislator Self-Interest in Korea
Responding to Critic (003_critic.md)
Critic's review correctly identified the most important theoretical weakness in my Round 1 scan: the absence of the "homeowner democracy" literature. Critic wrote that "Scout's scan missed this entire literature" and that Ansell (2014), Schwartz (2012), and Einstein, Palmer, and Glick (2019) "provide the theoretical foundation this project lacks." I accept this critique. My Round 1 search strategy was too narrowly focused on the legislator-level relationship (assets → votes) and failed to search for the citizen-level foundation (housing wealth → political preferences) that makes the legislator-level hypothesis theoretically coherent. This post corrects that omission through 12 additional API queries across OpenAlex and Crossref, covering English-language, Korean-language, and DOI-specific searches.
I also note a factual correction: Critic cited Ansell (2014) with doi:10.1017/s0003055414000276. That DOI resolves to Pelc (2014), "The Politics of Precedent in International Law," published in the same APSR volume. The correct DOI for Ansell's paper is 10.1017/s0003055414000045. The paper is confirmed through both OpenAlex (378 citations) and Crossref.
The "Homeowner Democracy" Literature: What I Missed
The theoretical chain that this project needs to articulate runs as follows: (1) housing wealth shapes political preferences at the mass level, (2) legislators who are themselves homeowners with large portfolios may internalize these preferences, and (3) this internalized self-interest may manifest in legislative behavior net of party discipline and constituency pressures. My Round 1 scan addressed link (3) but ignored link (1) entirely. Here is what the literature says about link (1).
The Ansell Framework: Housing as Self-Insurance
Ansell (2014) develops the core theoretical argument: homeowners experiencing house price appreciation become less supportive of redistribution and social insurance because rising home values both increase permanent income and substitute for publicly provided insurance against income loss (doi:10.1017/s0003055414000045). Using micro-data from the US, UK, and a 29-country survey, alongside macro-data on national social spending for 18 countries between 1975 and 2001, Ansell shows that housing booms are associated with cuts in social spending by right-leaning governments. This paper, with 378 citations, is the theoretical anchor the project needs.
The Ansell framework generates a direct prediction for our Korean case: legislators with large real estate portfolios should prefer lower property taxes not merely because the tax reduces their personal wealth, but because their housing wealth has shaped a broader preference structure favoring low taxation and private asset accumulation over public redistribution. This is a more theoretically grounded claim than the simple "voting one's wallet" framing of Rosenson (2003), and it has different empirical implications - it predicts that high-real-estate legislators should oppose redistribution generally, not only on housing-specific bills.
Ansell's subsequent work extends this framework in two important directions. Ansell and Adler (2019) show that local house prices "strongly predicted vote for Leave or Remain" in the Brexit referendum, with housing market transformation creating a new political cleavage dividing "regions, tenures, and generations" (doi:10.1111/1467-923x.12621). Ansell et al. (2021) demonstrate that house price fluctuations predict support for populist parties across multiple European countries, with declining local house prices driving populist mobilization (doi:10.1086/718354; 69 citations). Together, these studies establish that housing wealth operates as a politically consequential asset class at the mass level - the exact claim that has never been tested for legislators.
Complementary Findings
Three additional studies fill out the picture. André and Dewilde (2014) provide comparative European evidence that homeownership itself (independent of house price changes) reduces support for government redistribution, using data from multiple EU member states (doi:10.1057/cep.2014.31; 42 citations). This suggests a level effect of housing wealth on preferences, complementing Ansell's change effect. Schwartz (2012) offers the structural argument: post-Depression financial regulations that prevented maturity mismatches were dismantled through deregulation, creating linked long-duration obligations (mortgages against pensions) that tied household welfare to housing markets (doi:10.1177/0032329211434689; 74 citations). This structural dependence on housing values is, if anything, more extreme in Korea, where housing constitutes 70-80% of household wealth.
Larsen et al. (2019) provide the cleanest causal evidence in this literature, using Danish registry data to show that citizens respond politically to local housing market conditions, with local house price changes predicting both vote choice and political participation (doi:10.1017/s0003055419000029; 92 citations, published in APSR). The use of administrative registry data and quasi-experimental variation in local markets sets a methodological standard for the citizen-level relationship that the Korean project should aspire to for the legislator-level analysis.
The NIMBYism Connection
Einstein, Palmer, and Glick (2019) document that homeowners are significantly overrepresented in local planning and zoning meetings and "overwhelmingly oppose new housing construction" at rates far exceeding the general public (doi:10.1017/s153759271800213x; 202 citations). This finding is relevant because it demonstrates that homeownership shapes not just abstract preferences but concrete political behavior - specifically, opposition to housing supply expansion. The parallel question for legislators is whether those with substantial real estate portfolios similarly oppose housing supply legislation, which is testable using the bill sponsorship and framing data that Analyst identified in 002_data_analyst.md. Chou and Dancygier (2021) extend this logic to party behavior, showing how gentrification-driven coalitional changes led parties to abandon public housing construction - a finding that resonates with Korea's DPK shift on housing policy between the Moon and post-Moon eras (doi:10.1017/s0003055421000058; 32 citations).
The Tahoun (2014) Model: Closest International Precedent
Critic correctly identified Tahoun (2014) as the missing international precedent. I confirmed this paper through OpenAlex: "The Role of Stock Ownership by US Members of Congress on the Market for Political Favors," published in the Journal of Financial Economics 111(1): 86-110 (doi:10.1016/j.jfineco.2013.10.008; 293 citations). Tahoun finds that US members of Congress who own stock in a firm are significantly more likely to vote in favor of legislation benefiting that firm. The identification strategy exploits within-legislator variation in stock purchases around committee assignments.
The Tahoun model is the most direct template for the Korean real estate study, with one critical substitution: equities → real property, firm-specific legislation → housing/property-tax legislation. The identification challenge is harder in the Korean case because real estate transactions are less frequent than stock trades, reducing the within-legislator temporal variation available for identification. However, the Korean asset disclosure regime captures real property holdings comprehensively, whereas US financial disclosures report real estate only in broad value ranges - giving the Korean case a measurement advantage that partially compensates for the identification disadvantage.
What the Korean Literature Does Not Have
My most striking finding from this round of searches is a double absence in the Korean-language literature:
Gap 1: No Korean study connects homeownership to political preferences. I ran four distinct queries on OpenAlex and Crossref using Korean keywords (주택 자산 정치 선호 투표; 부동산 자산효과 정치 선호; 자가보유 정치 태도 선호 재분배; 주택 자가보유 정치 태도). All four returned zero results. Korea has a redistribution preferences literature - Kang (2019) compares redistribution preferences across Japan, South Korea, and Taiwan (doi:10.24987/snuacar.2019.08.9.1.289), and multiple studies examine POUM (prospect of upward mobility) effects on Korean attitudes - but none connect homeownership or housing wealth specifically to political preferences. This is remarkable given that Korea has one of the highest household-wealth-to-real-estate ratios among OECD countries, and that housing policy is among the most politically salient issues in Korean elections. The Ansell (2014) framework has simply never been applied to the Korean context, at either the citizen or legislator level.
Gap 2: No Japanese or Taiwanese legislator-wealth study exists. I searched explicitly for studies on Japanese Diet members' or Taiwanese legislators' personal assets and legislative behavior, using multiple keyword combinations. Zero results. The gap identified in my Round 1 scan for Korea extends to the entire East Asian region. This means the project, if executed, would be not merely the second study after Seo (2025) on Korea but potentially the first study connecting legislator real estate to voting behavior in any Asian democracy.
Gap 3: No European politician-real estate study exists either. Despite the UK, Germany, and Scandinavian countries having asset disclosure requirements (as Critic noted), my searches for European studies linking politician real estate holdings to policy preferences or legislative votes returned nothing. The closest is Ansell and Gingrich (2024), which examines how British policymaking has been "more responsive to interests of older homeowners than younger, less wealthy groups" - but this studies policy outputs, not individual legislator behavior. The Fisman, Schulz, and Vig (2014) study on India remains the only non-US study using asset disclosures to study politicians, and it examines wealth accumulation (do politicians get richer?) rather than policy consequences of wealth (do rich politicians vote differently?).
Revised Theoretical Framework
Integrating the homeowner democracy literature changes the project's theoretical framing substantially. Rather than testing a narrow conflict-of-interest hypothesis ("do legislators vote their wallets?"), the project can now test a richer argument with two competing mechanisms:
Mechanism A: Direct self-interest (Rosenson 2003; Tahoun 2014). Legislators vote to protect their personal real estate portfolios from taxation or value decline. This predicts effects concentrated on property-tax votes (종부세, 재산세) and weakening on bills with no direct financial implication for legislators' holdings.
Mechanism B: Preference formation through asset ownership (Ansell 2014). Housing wealth shapes legislators' broader economic worldview, making them prefer low taxation and private asset accumulation generally. This predicts effects that extend beyond property-tax votes to housing supply bills, rental regulation, and potentially even non-housing economic policy.
These mechanisms generate distinguishable predictions. Analyst's data infrastructure - with 1,916 housing-related bills spanning supply, taxation, rental, and speculation - can test whether the asset effect is specific to property taxes (Mechanism A) or generalizes across housing policy domains (Mechanism B). The bill-framing analysis (speculation vs. supply language) provides a particularly sharp test: Mechanism A predicts that high-asset legislators avoid only taxation language, while Mechanism B predicts avoidance of speculation framing more broadly.
Suggestions for Analyst
Based on this expanded literature review:

Test the Ansell prediction on DW-NOMINATE. If the homeowner democracy thesis holds at the legislator level, legislators with larger real estate portfolios should score more conservative on the ideological dimension - not just vote conservatively on housing bills. This is a simpler test than the bill-specific analysis and requires only asset disclosures matched to existing DW-NOMINATE scores.

Distinguish taxation bills from supply bills. Analyst's data report shows 145 종부세 bills, 549 부동산 bills, and 1,916 주택 bills. Categorize these into (a) taxation, (b) supply, (c) rental regulation, and (d) speculation control. If the asset effect is equally strong across all four categories, Mechanism B (preference formation) is supported. If it is concentrated in taxation bills, Mechanism A (direct self-interest) is supported.

Exploit Larsen et al.'s (2019) design for district controls. Rather than using static district housing price levels, use changes in district house prices as an instrument or control. If local price appreciation predicts more conservative housing-policy voting (as Ansell's theory predicts), this effect should appear regardless of legislator asset holdings, providing a baseline against which the personal-asset effect can be measured.

Committee assignment as a moderator. Tahoun (2014) exploits committee assignments as a source of variation in the salience of financial interests. Korean legislators assigned to 국토교통위원회 (Land, Infrastructure, and Transport) or 기획재정위원회 (Strategy and Finance) have both greater knowledge of and greater influence over housing policy. Test whether the asset effect is stronger for these committee members.
What I Could Not Resolve
- I was unable to access the full text of Seo (2025) through any database searched. The paper's Crossref entry confirms its existence and metadata, but the abstract is not indexed in OpenAlex and the journal (Journal of Research Methodology) is not accessible through standard international databases. Obtaining this paper through direct author contact or library access remains the top priority before finalizing the contribution statement.
- The Korean redistribution preferences literature (Kang 2019; Lee 2022; Kim 2020) may contain secondary analyses that touch on homeownership without making it the primary focus. A manual review of these papers' control variables could reveal whether homeownership has been included as a covariate in Korean preference studies, even if it was not the analytical focus.
